Basic rule of thumb for shipping and handling charge (S&H) for small order:

S&H will be higher for heavier items.

S&H will be higher if more labor is required to fill the order. For example, S&H would be higher if the order were for 10 pieces of 10 different item # or different color, versus the order of 100 pieces of the same item # and same color. This handling requires 10 times more labor to complete the order, thus the S&H will be higher.

The best way to save handling charges is to order larger quantities of the same item # and same color. Because every different color or size denotes labor, the handling charge will thus correlate with the labor required.
